1st TSC welcomes new commander

Major Gen. Kenneth S. Dowd, incoming commanding general, hands the 1st Theater Sustainment Command colors back to Command Sgt. Maj. Danfert J. Espinal during his change of command ceremony July 15.

Major Gen. Kenneth S. Dowd assumed command from Maj. Gen. James E. Rogers in a traditional change of command ceremony hosted by Lt. Gen. William G. Webster, Third Army commanding general, July 15, at the 1st TSC headquarters.

Dowd previously served as the director of logistics at Central Command headquarters at MacDill Air Force Base, Fla.

Webster praised Roger’s leadership and accomplishments, highlighted Dowd’s unique skills and stated his confidence in the 1st TSC’s ability to continue to meet future challenges while caring for Soldiers, civilians and Families.

“You have carried on a mission and led this command and its capabilities in fine fashion and our nation thanks you,” said Webster of Rogers. “We owe you a debt of
gratitude.”

Rogers, who departs to assume command of the U.S. Army Aviation and Missile Command at Redstone Arsenal, Huntsville, Ala., expressed his gratitude to all for their unwavering support over the past two years, most of which was spent traveling throughout the command’s expansive footprint.

“I’ve been fortunate to be surrounded by a great team that’s been successful in finding solutions to complex problems,” said Rogers. “I thank all of you for your hard work and dedication and know you’ll give General Dowd the same level of excellence that I’ve come to expect from you.”
Dowd thanked Webster for the command opportunity, pledged his commitment to the troops and praised his friend Rogers’ many contributions.

“Jim, thank you for your steadfast and selfless leadership at the helm of the 1st TSC over the past two years,” said Dowd. “You and your family have sacrificed greatly, and I know that all here join me in congratulations on your upcoming assignment as commander of AMCOM.”
